IGNOU PhD admission runs through one online form per cycle. You qualify through UGC-NET (with or without JRF) or IGNOU's own entrance test, and every route ends in a compulsory interview. You need a master's degree with at least 55% marks, and the course work happens on the Delhi campus. These details come from IGNOU's July 2026 PhD brochure.
IGNOU is a central university, so its PhD follows the same UGC rules as other central universities. The surprise for many applicants is that the PhD is not an open-and-distance programme in the way its master's degrees are. If you are choosing between doctorates in general, our guide to PhD admission in India covers the wider picture first.
How IGNOU PhD admission works
IGNOU invites applications once a session through the Research Unit, and the form is online only. For the July 2026 session the application window opened on 10 June 2026 and closed on 1 July 2026, and the brochure says the window is 21 days from the date of announcement. That is short, so keep your marksheets, NET scorecard and research idea ready before the notice appears on ignou.ac.in.
The application fee in the July 2026 brochure was Rs 2,000 and it is not refundable. You can apply to one discipline per form; if you want to be considered in two disciplines you file two forms. An application for a discipline whose specific eligibility you do not meet is rejected.
IGNOU PhD eligibility
The general rule follows the UGC PhD Regulations, 2022. You qualify with a master's degree after a three-year bachelor's degree, or a one-year master's after a four-year bachelor's, with at least 55% marks or the equivalent grade. A candidate who joins after a four-year bachelor's degree needs 75% in that degree. An M.Phil with 55% also qualifies. SC, ST, OBC (non-creamy layer), differently-abled and EWS candidates get a 5% relaxation.
Each discipline then adds its own condition. Computer Science, for example, asks for an MCA, an M.Sc in Computer Science or IT, or an M.E/M.Tech along with a valid NET score. If your percentage sits near the line, work it out with our marks percentage calculator before you pay the fee.
Which admission category fits you: NET or entrance test
IGNOU sorts applicants into four categories, and preference for seats follows the same order.
| Category | Who it is for | How you are selected |
|---|---|---|
| I | UGC-NET with JRF | Interview only |
| II | UGC-NET, eligible for Assistant Professor and PhD | 70% NET score, 30% interview |
| III | UGC-NET, eligible for PhD only | 70% NET score, 30% interview |
| IV | No NET; IGNOU university-level entrance test | Entrance test, then interview; 70% test, 30% interview |
Category IV candidates must score at least 50% in the entrance test (with UGC relaxation where it applies) to be called for the interview. IGNOU calls candidates in the ratio of 1:5 against the seats in each discipline, so a high test score gets you into the room but does not guarantee a seat. The entrance syllabus sits on the IGNOU website as a separate appendix.
The interview: what is tested
The interview happens only at the IGNOU headquarters in Maidan Garhi, New Delhi, and the brochure states that no travel allowance is paid. Marks are split into research methodology (40%), subject domain knowledge (40%) and communication skills (20%). You carry an original photo ID, such as Aadhaar, voter ID, driving licence, passport or a government-issued ID card.
Being called does not entitle you to admission. The Doctoral Research Committee can decline a candidate if no supervisor with the right specialisation is available, and IGNOU can leave seats unfilled. The practical lesson is to walk in with a focused research area that matches the faculty in that discipline, not a broad topic.
IGNOU PhD seats by discipline
The July 2026 brochure lists 36 programmes with 327 seats in total across categories. The larger intakes for commerce, management and education students are below.
| Discipline | Seats | Specific eligibility in the brochure |
|---|---|---|
| Management | 22 | Master's in Management or an allied area; CA, CS and CMA holders can also apply |
| Commerce | 5 | Master's in Commerce, or CA/CS/ICWA qualification |
| Education | 18 | MA (Education) or M.Ed |
| Distance Education | 24 | Master's degree and NET in any discipline; MADE, MA (Education) or M.Ed preferred |
| Computer Science | 13 | MCA, M.Sc CS/IT or M.E/M.Tech CS/IT, with valid NET score |
| Psychology | 14 | Master's in Psychology or a related field |
| Life Sciences | 19 | Postgraduate degree in Life Sciences, or M.Phil |
Seat numbers change each session, so read the current brochure for the cycle you are applying in. A management or commerce graduate who is weighing a doctorate against a professional one can compare the two routes in our DBA vs PhD guide.
Course work, duration and part-time rules
Duration: minimum three years and maximum six years. Women and candidates with 40% or more disability get two extra years.
Course work: it runs in the first six months and only at the New Delhi campus, with at least 80% attendance. This applies to both full-time and part-time candidates. Our attendance calculator shows how many sessions you can miss and stay above 80%.
Hostel: IGNOU did not offer hostel rooms to PhD students in the July 2026 brochure, so you arrange your own stay in Delhi.
Working professionals: part-time candidates who are employed submit a No Objection Certificate from the employer in IGNOU's format at the interview.
That campus requirement is the trade-off. IGNOU's low fees and brand suit many researchers, but if you live outside Delhi and cannot spend six months of course work there, a part-time PhD at a university near you may fit better. IGNOU's regular programme admissions run on separate cycles, so do not treat the two notices as one.
Steps to apply
Read the latest PhD information brochure on the IGNOU website and check your discipline's specific eligibility.
Decide your category: NET with JRF, NET only, or the university entrance test.
Prepare scanned marksheets, category certificate if relevant, NET scorecard and a short research outline.
Fill the online form in the announced window and pay the application fee.
Appear for the entrance test if you are in Category IV, then for the interview in Delhi.
Watch the IGNOU website for the selection list, because the brochure says no individual communication is sent.
