PhD admission in India follows one national rulebook, the UGC PhD Regulations 2022. You need a master's degree with at least 55% marks, and the seat then comes through either a qualifying NET score or the university's own entrance test, followed by an interview. The programme runs for at least three years, and it cannot be done in online or distance mode.
PhD stands for Doctor of Philosophy, the highest research degree a university awards. Every university sets its own dates and seat numbers, but the floor beneath them is common. This guide walks through that floor using the Gazette text of the regulations and UGC's notice on NET scores, both read in October 2026, and ends with a step-by-step plan.
PhD eligibility: who can apply
The UGC PhD Regulations 2022, notified in the Gazette on 7 November 2022, open the door to three kinds of candidates. Which one you are decides the mark you must show.
| If you have | Minimum marks | Relaxation |
|---|---|---|
| A master's degree: 2 years after a 3-year bachelor's, or 1 year after a 4-year bachelor's | 55% in aggregate, or the equivalent grade | 5% for SC, ST, OBC (non-creamy layer), EWS, differently-abled and other categories the Commission notifies |
| Admission after a 4-year bachelor's degree | 75% in aggregate, or the equivalent grade | Same 5% relaxation |
| A completed M.Phil. programme | 55% in aggregate, or the equivalent grade | Same 5% relaxation |
A foreign master's degree counts if the institution is accredited by an agency recognised in its home country. If your marksheet shows a CGPA, the university's own conversion rule applies, and our CGPA to percentage calculator helps you see where you stand before you apply. The regulations do not tie PhD entry to any particular subject, so check each department's prospectus for the master's subjects it accepts.
How to get admission in PhD: the two routes
Regulation 5 of the same document says a university may admit students in two ways, and many use both. The first is a national test score. The second is the university's own entrance test.
Route 1: UGC NET, CSIR NET, GATE or CEED
Candidates who qualify for a fellowship or scholarship in UGC-NET, UGC-CSIR NET, GATE, CEED or a similar national test can be admitted on the basis of an interview. UGC went further in a public notice on the use of NET for PhD admission: from the 2024-25 session, a NET score can be used in place of separate university entrance tests.
The notice splits qualified NET candidates into three categories. Category 1 candidates are eligible for PhD admission with JRF and for appointment as Assistant Professor. Category 2 are eligible for PhD admission without JRF and for Assistant Professor. Category 3 are eligible for PhD admission only. Read the UGC notice on NET for PhD admission for the exact wording.
For Category 2 and 3 candidates, the notice gives 70% weight to the NET score and 30% to the interview, and the NET marks stay valid for PhD admission for one year. Category 1 candidates with JRF are admitted on interview.
Route 2: the university entrance test
If you have no NET score, this is the route. The regulations lay down how a university runs it:
The paper is split evenly: 50% research methodology and 50% subject-specific questions.
You need 50% in the test to be called for the interview, with a 5% relaxation for the reserved and other notified categories.
The university decides how many candidates it calls for interview, based on the seats open.
Final merit gives 70% to the entrance test and 30% to the interview or viva-voce.
So PhD admission without NET is fully allowed. What the university cannot do is skip the published process: it must put a prospectus on its website well in advance, listing seats, the subject-wise split, the admission criteria and the procedure, and it must follow the central or state reservation policy.
PhD admission process: step by step
Pick the subject and two or three universities. Open each department's page and read the list of supervisors, which the university must keep on its website with the scholars under each one.
Check seats and the notification. Every university publishes its own prospectus and dates, so note the registration window rather than guessing it from last year.
Prepare a research proposal. The regulations define it as a brief write-up outlining the proposed research, submitted with your application for registration.
Write the entrance test or send your NET score, whichever the university accepts.
Appear for the interview. Expect questions on your proposal, your master's subjects and research methods.
After admission, complete the coursework, present to the Research Advisory Committee each semester and move on to the thesis.
A practical tip: supervisors are the real limit on seats. Under the regulations, a Professor can guide up to eight scholars at a time, an Associate Professor six and an Assistant Professor four. Departments with few eligible supervisors have few seats, so email the faculty member whose work matches your idea before you apply.
PhD duration, coursework and thesis
| Point | What the regulations say |
|---|---|
| Duration | Minimum 3 years including coursework, maximum 6 years from admission |
| Extension | Up to 2 more years through re-registration, so 8 years in all |
| Women scholars and persons with disability (above 40%) | A further 2 years allowed, up to 10 years in all |
| Coursework | At least 12 credits, including a research methodology course and a Research and Publication Ethics course |
| Coursework marks | 55% or the equivalent grade is needed to continue and submit the thesis |
| Progress review | Each semester before a Research Advisory Committee |
| Thesis evaluation | By the supervisor and at least two external examiners, then a viva-voce |
| Time to finish evaluation | The university must complete the process, including the viva result, within 6 months of thesis submission |
The three-year minimum surprises many applicants who assume a fast route exists. It does not. Plan for four to five years of real work, including teaching or research assistance of four to six hours a week that the regulations allow universities to assign.
Can you do a PhD while working, or online?
A part-time PhD is permitted if all the conditions in the regulations are met. The university needs a No Objection Certificate from your employer saying you may study part-time, that your duties leave enough time for research and that you will be relieved for coursework if needed. Our pages on part-time PhD and PhD for working professionals list how such programmes are set up.
An online or distance PhD is a different matter. The regulations state that no higher educational institution or central or state research institution shall run PhD programmes through distance or online mode. So an online PhD offered by an Indian university does not meet the UGC rules. Anyone selling one deserves careful questions, and our guide on whether online degrees are valid in India explains how to test any programme's standing.
Who should do a PhD, and who should look elsewhere
Choose a PhD if you want a career in research or university teaching, or you have a question you want to spend years answering. A doctorate takes at least three years and pays off most for people who want that work, not for people who want a title.
If your goal is a promotion or a senior corporate role, a doctorate may not be the shortest road. Frequently asked questions
What is the full form of PhD?
PhD stands for Doctor of Philosophy. It is the highest research degree, awarded after coursework, a thesis and a viva-voce.
What is the eligibility for PhD admission in India?
You need a master's degree with at least 55% marks or the equivalent grade, or at least 55% in an M.Phil. Admission after a 4-year bachelor's degree needs 75%. A 5% relaxation applies to SC, ST, OBC (non-creamy layer), EWS, differently-abled and other notified categories.
Can I get PhD admission without NET?
Yes. A university can admit candidates through its own entrance test, which is half research methodology and half subject-specific. You need 50% to be called for the interview, and merit gives 70% to the test and 30% to the interview.
How is NET used for PhD admission?
UGC's notice says a NET score can replace separate entrance tests from the 2024-25 session. Category 1 candidates with JRF are admitted on interview. For Category 2 and 3, the score carries 70% and the interview 30%, and the marks are valid for PhD admission for one year.
How many years does a PhD take?
The regulations set a minimum of three years including coursework and a maximum of six, with up to two more years through re-registration. Women scholars and persons with disability above 40% can get two additional years.
Can I do a PhD online or by distance learning?
No. UGC's 2022 regulations say higher educational institutions shall not run PhD programmes through distance or online mode. Part-time PhD with an employer's No Objection Certificate is allowed.
Is there a fixed entrance exam for PhD in every university?
No. Each university publishes its own prospectus, seats and dates, so check the department's website for the current notice. NET, GATE and similar national scores are accepted as an alternative route.
