The top universities in India, according to the government's NIRF 2025 University ranking, are IISc Bengaluru (rank 1), Jawaharlal Nehru University (2), Manipal Academy of Higher Education (3), Jamia Millia Islamia (4) and the University of Delhi (5). The Ministry of Education released this list on 4 September 2025, and it is still the latest one as of October 2026.
NIRF is the ranking we rely on when we advise students, because the Ministry of Education, which oversees higher education in India, runs it and publishes every score. Use the lists below to build a shortlist, then compare courses, fees and study modes for each university on our college search. If you are a working professional looking at an online degree, read the section on online and distance degrees too, because the rank means something slightly different there.
What NIRF is and which list you should read
The National Institutional Ranking Framework (NIRF) was released by the Ministry of Education on 29 September 2015. India Rankings 2025 is its tenth edition. According to the official India Rankings 2025 report, a record 7,692 unique institutions submitted 14,163 applications across categories and subjects this cycle.
The 2025 rankings have nine categories: Overall, Universities, Colleges, Research Institutions, Innovation, Open Universities, State Public Universities, Skill Universities and SDG Institutions. On top of these sit eight subject domains, such as Engineering, Management, Law and Medical. If you want the top universities in India as universities, the list to read is the Universities category. The report shows 506 institutions were eligible in it. The top 100 get a numbered rank, and the next ones are grouped into bands of 101-150 and 151-200.

| 25 | Kerala University | Thiruvananthapuram, Kerala | 59.05 |
These figures come from the official NIRF 2025 University ranking. On that page, each university's name links to the data it submitted, and the list continues to rank 100. A few patterns stand out. IISc's score of 85.05 is 14 points clear of the second-placed university, the biggest gap anywhere in the top 100. Below that, the field is tight: ranks 3 to 8 sit within 2.2 points of each other (69.25 to 67.05).
The list is also spread unevenly across the country. Of the 100 ranked universities, 20 are in Tamil Nadu, 11 in Maharashtra, 9 each in Karnataka and Uttar Pradesh, and 8 in Delhi. If you live in a state with few ranked universities, it is worth looking at the state public university list further down, and at whether moving cities makes sense for your course.

Top 10 in the NIRF 2025 Overall ranking
The Overall ranking puts universities in the same list as IITs, AIIMS and other institutes. It answers a different question: which institutions are strongest across the board, whatever their type. IIT Madras is first, and IISc Bengaluru is second.
| Rank | Institution | City | NIRF score |
|---|---|---|---|
| 1 | Indian Institute of Technology Madras | Chennai | 87.31 |
| 2 | Indian Institute of Science | Bengaluru | 85.00 |
| 3 | Indian Institute of Technology Bombay | Mumbai | 81.62 |
| 4 | Indian Institute of Technology Delhi | New Delhi | 80.67 |
| 5 | Indian Institute of Technology Kanpur | Kanpur | 77.25 |
| 6 | Indian Institute of Technology Kharagpur | Kharagpur | 73.99 |
| 7 | Indian Institute of Technology Roorkee | Roorkee | 71.73 |
| 8 | All India Institute of Medical Sciences, Delhi | New Delhi | 70.57 |
| 9 | Jawaharlal Nehru University | New Delhi | 69.62 |
| 10 | Banaras Hindu University | Varanasi | 68.71 |
Only three institutions from the University list (IISc, JNU and BHU) make the Overall top 10, so this list is not the right tool for picking a university for a BA, BSc, BCom or a professional degree. Use it when you want to see where an IIT or a medical institute stands. For engineering, management, law or pharmacy, the subject rankings are more useful, for a reason we explain in the scoring section.
Top state public universities in India (NIRF 2025)
NIRF also ranks state public universities in a list of their own, so you can compare them with each other as well as in the main University list. This list helps if you want a government university in your own state. Jadavpur University leads, just ahead of Anna University (76.08 against 76.06).
| Rank | University | City, State | NIRF score |
|---|---|---|---|
| 1 | Jadavpur University | Kolkata, West Bengal | 76.08 |
| 2 | Anna University | Chennai, Tamil Nadu | 76.06 |
| 3 | Panjab University | Chandigarh | 69.92 |
| 4 | Andhra University | Visakhapatnam, Andhra Pradesh | 68.91 |
| 5 | Kerala University | Thiruvananthapuram, Kerala | 67.93 |
| 6 | Cochin University of Science and Technology | Cochin, Kerala | 66.24 |
| 7 | Osmania University | Hyderabad, Telangana | 65.64 |
| 8 | University of Kashmir | Srinagar, Jammu and Kashmir | 65.17 |
| 9 | Gauhati University | Guwahati, Assam | 64.24 |
| 10 | Bharathiar University | Coimbatore, Tamil Nadu | 64.09 |
Admission rules differ from one state university to another, including any seats kept for home-state candidates, so read the admission page for your course before you plan around it.
Open universities: where IGNOU stands
Open universities have their own category. In NIRF 2025, IGNOU is first, Karnataka State Open University, Mysore is second, and U.P. Rajarshi Tandon Open University, Prayagraj is third.
This is why you will not find IGNOU in the University list. The NIRF framework says open universities and affiliating universities are not considered in the main rankings. If they have a teaching or research campus of their own, they can take part with data for that physical campus only. So an open university missing from the University list is not a warning sign. It is ranked somewhere else.
How NIRF scores a university
Every university is scored out of 100 on five heads, each with a fixed weight. The table below uses the methodology NIRF published for the 2025 Overall and University rankings.
| Parameter | Weight | What it measures |
|---|---|---|
| Teaching, Learning and Resources (TLR) | 30% | Student strength including PhD students, faculty-student ratio, faculty with PhD and experience, spending on resources, online education, multiple entry and exit, Indian knowledge systems and regional languages |
| Research and Professional Practice (RP) | 30% | Publications, quality of publications, patents published and granted, research projects and consultancy |
| Graduation Outcomes (GO) | 20% | Share of students passing university exams in the stipulated time (60 marks) and number of PhDs graduated (40 marks) |
| Outreach and Inclusivity (OI) | 10% | Students from other states and countries, women students, economically and socially challenged students, facilities for students with disabilities |
| Perception (PR) | 10% | Opinion of academic peers and employers; for universities, 70% of this head is peer perception and 30% is accreditation |
Here is the part most rank lists leave out. In the University category, Graduation Outcomes cover exam results and PhD graduates only. Placements and salaries are not part of a university's score. They are scored in subject rankings such as Engineering, where placement and higher studies carry 40 of the 100 Graduation Outcome marks and median salary carries 25. You can check this in the NIRF 2025 methodology document. If jobs after the degree matter most to you, read the subject ranking for your course alongside the University list.
How to use the NIRF list to choose a university
A list of the top universities in India is a starting point, not a decision. This is how we use it with students.
Match the list to your goal. Use the University list for broad degrees in arts, science, commerce and social sciences. Use the subject rankings for engineering, management, law, pharmacy, medicine and architecture.
Read the university's own NIRF data. The framework requires every institution to publish the data it submitted on its own website, through a link named NIRF on the homepage. That file shows intake, faculty numbers and, for each programme level (such as three-year UG or two-year PG), students placed, median salary and students going on to higher studies. It is the most reliable placement data you will get for free.
Look at score gaps, not just rank numbers. A university at rank 6 and one at rank 8 may be less than a point apart. Treat universities within two or three points as roughly level and decide on course, city and cost.
Check the department, not only the university. A strong overall score can hide a thin department. Look at faculty for your subject, the syllabus and the fees for your programme.
Compare more than one year. Ranks move every cycle. A university that holds a similar position across several editions is a safer bet than one that jumped once.

Does the NIRF rank count for online and distance degrees?
Several of the top universities in India also run online degrees, for example Manipal Academy of Higher Education (rank 3) and Amity University (rank 22). If you are a graduate or a working professional, two facts matter here.
First, when the University Grants Commission (UGC) notified its Open and Distance Learning and Online Programmes Regulations on 4 September 2020, a top-100 rank in NIRF's University category was one of the routes for a university to qualify to offer online programmes. Second, the same regulations say that degrees earned through ODL or online mode from universities recognised under them are treated as equivalent to the same degrees earned through regular classes.
What the rank does not tell you is how good a particular online programme is. NIRF measures the physical campus: its faculty, research and exam results. Use the rank as a sign of the university's standing, then confirm that your exact programme is approved for the current session. Our guide on how to check if an online university is UGC-DEB approved walks you through it.
