The reasons people look elsewhere are practical: ODL study is largely self-paced, so you carry the discipline yourself, and some people want scheduled classes, a mentor to chase them, or a different programme mix.

ODL and online are different modes, and the rules say so
The UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 define the two separately. Online mode means full-fledged programme delivery through the internet using technology-assisted resources. ODL mode means delivery through a variety of media, including print, electronic and online material, with occasional face-to-face interaction or learner support. The regulations also require that at least 60 per cent of the study material is developed by the institution's own faculty.
For you, the difference decides your week. An ODL programme hands you material and an exam schedule. An online programme usually adds an LMS, lectures you can watch or attend, and assignments with deadlines. IGNOU itself runs both: its homepage lists ODL programmes and a separate set of online programmes on its own learning management system, which it puts at 45 as of October 2026. Check the IGNOU site for the current list before you assume a course is available in your preferred mode.

Is an online or open university degree equal to a regular degree?
Under Regulation 22 of the 2020 rules, degrees awarded through ODL or online mode by institutions recognised by UGC, in conformity with the UGC degree specification, are treated as equivalent to corresponding conventional degrees. The condition matters: the institution must hold the entitlement for that programme. UGC-DEB asks universities to say 'UGC entitled' rather than 'UGC recognised', which is a quick red flag if you see the wrong wording in an advertisement.

Which IGNOU alternative suits which working professional
Choose IGNOU or another ODL provider if budget is the main limit, your hours are predictable, and you are comfortable studying alone.
Choose a state open university if you want a regional degree at low cost and the programme you need is entitled there.
Choose an online university programme if your shifts or travel are irregular, you need live or recorded classes, or you know you finish courses only when there are deadlines.
Stay with IGNOU if your goal is a government-linked credential and you value the brand more than the support.
A practical test: write down your free hours in a normal week. If you can find four fixed hours at the same time on most days, ODL works. If you cannot, an online programme will suit you better, even at a higher fee.
