In India, a PhD in Public Administration for working professionals means a part-time PhD at a recognised university. The UGC PhD Regulations 2022 allow it when your employer gives a No Objection Certificate, and it takes 3 to 6 years including coursework. The same regulations bar any PhD by distance or online mode. The fully online programmes listed on this page are foreign Doctor of Business Administration (DBA) programmes, which are a different degree from a PhD.
Research in this field covers areas such as governance, public policy, administrative law and development administration. Find a supervisor whose work matches your topic, at a university you can reach for coursework. Compare universities on our PhD in Public Administration page. Our part-time PhD page explains the rules in detail.
A DBA is a practice-focused doctorate: you research a problem from your own industry rather than build new theory. Foreign universities offer it fully online, which is why many working professionals look at it. Before you enrol, know where it stands in India.
Ask the university in writing who awards the degree, whether a partner company is involved, what the thesis requires, and whether earlier Indian graduates received UGC equivalence. Our online DBA page and the guide to DBA vs PhD in India cover these checks.

FAQs
Quick answers to common questions.
Yes, as a part-time PhD. UGC's PhD Regulations 2022 allow it with a No Objection Certificate from your employer. You attend coursework in person and finish in 3 to 6 years. A PhD by online or distance mode is not allowed in India.
No. A DBA is a separate, practice-focused doctorate and is not among the degree titles in UGC's 2014 Specification of Degrees. UGC says online degrees offered by EdTech companies with foreign universities have no UGC recognition, and other foreign degrees need UGC equivalence.
The title does not decide how India treats the degree. For jobs, promotions or teaching, what counts is recognition: an Indian PhD, or a foreign degree granted equivalence by UGC. Check that before you enrol.
At least 3 years including coursework and at most 6 years from admission, with up to 2 more years through re-registration, under UGC's PhD Regulations 2022.
